In questi giorni la Relatrice speciale ONU sulla situazione dei diritti nei Territori occupati, Francesca Albanese, è in Italia per una serie di incontri di presentazione del suo Latest report on the genocide of Palestinians. Alla Camera e al Senato ha tenuto una serie di conferenze stampa, per iniziativa di Alessandra Maiorino del Movimento 5 Stelle al Senato e dell’Intergruppo parlamentare per la pace tra Israele e Palestina, presieduto da Stefania Ascari, alla Camera. Riportiamo qui il testo della sua relazione ai giornalisti alla Conferenza stampa alla camera del 29 luglio.

Presenting this report in a few minutes is no easy feat. This is the most difficult investigation I have ever undertaken, and it's interesting that I say this after having written two other reports documenting the ongoing genocide. I say this because I have finally understood why this genocide, as well as the occupation that generated and sustained it, has not yet stopped and has gone unpunished.
Perché oltre all’ideologia che ha sostenuto l’ di Israele per oltre 60 anni, per 57 anni – in quel po’ che rimane della Palestina storica, la striscia di Gaza, Gerusalemme, Gerusalemme Est, la Cisgiordania, appunto – non è soltanto ideologia, ciò che c’è dietro è anche profitto, di troppi e di troppe aziende. Parte del rapporto che ho scritto si basa su sei mesi d’inchiesta in cui
ho documentato e messo insieme una banca dati che che comprende circa mille entità; non sono soltanto aziende, sono aziende che producono armamenti, beni e servizi, aziende di trasporto, aziende di , ma sono anche università, enti finanziari, banche, fondi pensione, organizzazioni non governative, associazioni caritatevoli a scopi religiosi e non. Quindi sono finiti nel calderone, alla fine, tutti gli enti non pubblici, ma ci sono chiaramente anche enti a partecipazione statale, nell’attenzione che il rapporto porta su un’azienda come l’ o sul fondo pensione norvegese.

Tutta questa compagine sostiene i due pilastri dell’, che consistono di sfollamento e sostituzione. In che modo Israele ha utilizzato il settore privato per sfollare i palestinesi? Attraverso le armi. Le armi sono la prima voce di di utilizzo di beni prodotti da aziende israeliane e internazionali, ancora una volta – tra cui la –, che sono state utilizzate per proprio per creare un vuoto [di persone]. Un vuoto che poi è stato accompagnato dal vuoto [di terra] ndr) fatto dall’utilizzo di imprese di macchine e macchinari da costruzione – chiaramente per la , in questo caso – che hanno abbattuto case, estirpato ulivi e tutto quello che era necessario alla sopravvivenza dei palestinesi, in quasi il 60% della Cisgiordania e Gerusalemme Est.

Surveillance and humiliation

L’altro elemento in cui il settore privato si è messo a disposizione dell’occupazione israeliana è quello della sorveglianza. Quante università, quanti centri di ricerca hanno condotto per anni collaborazioni e partenariati con l’industria israeliana, per mettere appunto le più sofisticate tecniche di sorveglianza? I palestinesi sono stati il bacino su cui sperimentare tutte queste tecniche. Una volta sfollati, i palestinesi sono stati sostituiti e le imprese di costruzione, anche di reti idriche, strade, reti ferroviarie, sono state utilizzate per ripopolare la terra che era stata tolta e che continua ad essere tolta ai palestinesi. E vedete, non c’è niente di neutro in tutto questo, ma soprattutto non si può più guardare – questo è uno degli elementi chiave del rapporto – all’occupazione e alle colonie come dissociate rispetto all’entità di Israele in quanto Stato. Le colonie servono come estensione dello Stato, così le strade, così le ferrovie, così le reti idriche che utilizzano dopo averle depredate [ai palestinesi]. Utilizzano le risorse delle palestinesi dopo averle depredate, come l’acqua, o le estrazioni minerarie o le giacenze di idrocarburi.

This report could have been written 10 years ago. The companies I am talking about have all been subject to advisories. I have named 48 of them because they are the 48 companies that, along with their subsidiaries and parent companies, serve to illustrate the picture of this occupation. Once they were subject to advisories, not only by me but by others who carried out this type of scrutiny, even if in a more sectoral manner, these companies not only did not shy away from involvement in the illegality of the operation and Israeli occupation, but they continued to support it and profit from it. Think of companies like Volvo, Hyundai, and Caterpillar, which have supplied vehicles that have been used to destroy Palestinian villages, or to connect settlements, or to deport Palestinian prisoners from occupied territory into Israel.

Da economia dell’occupazione a economia del genocidio

After October 2023, these machines have continued to be used to provide the same service in Gaza. And it is precisely the machines from Volvo, Hyundai and Caterpillar that are aiding the pulverisation of what remains of Gaza. But think about Big Tech, about all the technology services provided by Google, Microsoft and Amazon, which have fundamentally served to identify the residences and daily habits of all the Palestinians who have been killed in Gaza. They were not killed as collateral damage or because of human shields, as some people invent, but by deliberate decision. And there are projects and plans that have now been exposed. If there had not been banks to support the Israeli economy in crisis, to sell Israeli state bonds, to continue to package shares of any company, of any Israeli startup, into share packages in which we all practically invest, Israel would not have had the means to do what it has done. This is why I say they have moved from an economy of occupation to an economy of genocide whose value is estimable. From October 2023 to May 2025, the Tel Aviv stock exchange has grown, the value of the Tel Aviv stock exchange has tripled. They have amassed 220 billion dollars, while the economy of individual Israelis is plummeting. This gives us some measure of the severity of the situation.

Tutto ciò avviene, chiaramente, in violazione del diritto internazionale. Sbagliano le imprese che dicono “Ah, ma noi ci limitiamo a offrire questi servizi e questi beni allo Stato”. Non si commercia, non si compra e non si vende a uno Stato che è accusato di crimini di guerra, di crimini contro l’umanità e di genocidio, soprattutto perché mantiene un’occupazione illegale che la Corte di giustizia internazionale ha detto deve essere smantellata.

There are indeed obligations for businesses, and that companies like Leonardo are clearly in violation of international law – and I think the time has come to bring its executives before a tribunal – does not, however, exclude the primary responsibility lying with the states. Italy is in a position of grave violation of international law, as it has not only failed to fulfil its obligations to prevent genocide but has also continued to provide services for military operations. And this is extremely serious. But above all, they have continued to give political support, and this saddens me greatly, as an Italian holding this position.

Mi rattrista vedere che l’Italia, attraverso il suo governo, oggi si spende per denigrare l’unico politico che ha portato a un accordo negli ultimi 35 anni, che è quello su due Stati – e non lo dico perché perché penso che quella sia l’unica possibile –, è molto triste che, a fronte di un genocidio, si dica che il popolo palestinese non ha la possibilità di avere uno Stato, ma soprattutto mi rattrista vedere un’Italia che si batte così ardentemente in seno all’ to keep alive that disgrace that is the Association Agreement between the European Union and Israel.
