Emergono nuove prove delle connessioni affaristiche che rendono possibile non solo l’ israeliana, ma tutti i crimini commessi da Israele in Palestina. Sono quelle contenute nel quinto rapporto di Don't buy into occupation, una coalizione di 25 organizzazioni della società civile palestinese ed europea, supportate nell’analisi dall’organizzazione di ricerca indipendente Profundo.

Costituita nel gennaio 2021 per documentare le relazioni tra istituzioni finanziarie europee e imprese commerciali globali coinvolte nella creazione e nell’espansione degli insediamenti illegali israeliani nei Territori Palestinesi Occupati, la coalizione ha scelto quest’anno di allargare l’ambito d’indagine. Nelle quattro edizioni precedenti, il lavoro si era infatti tradizionalmente concentrato sull’economia degli insediamenti illegali israeliani in Cisgiordania e Gerusalemme Est. Il quinto rapporto estende la sfera di analisi e adotta un approccio radicalmente più ampio e comprensivo. Include infatti l’intero sistema di oppressione israeliano a danno del popolo palestinese e, dunque, le più ampie violazioni del diritto internazionale. Tra queste, figurano anche atti che equivalgono a genocidio e apartheid.

The changed legal context

La sola attenzione agli insediamenti – si legge nel rapporto – non consentiva più di cogliere la totalità del sistema di illegalità creato da Israele. Gli ultimi due anni hanno segnato una svolta storica su questo fronte: la Corte Internazionale di Giustizia (CIG) dell’Aia ha dichiarato la presenza di Israele nei Territori Palestinesi Occupati totalmente illegale. Ha inoltre stabilito che sta violando i principi fondamentali del diritto internazionale, invitando gli Stati terzi ad adottare misure per impedire tutte le relazioni commerciali o le attività di  investimento che contribuiscono al mantenimento di una situazione arbitraria.

The same Court has since recognised the plausibility of genocide in Gaza. Finally, the UN Commission of Inquiry, last September, has confirmed that Israel and the Israeli security forces have committed acts of genocide, integrating four of the five acts provided for in the definition of genocide given by the UN Convention of 1948. In light of this changed scenario on a legal level, Don't buy into occupation has updated its analytical framework, analysing the entirety of illegal practices committed by the Israeli regime against the Palestinian people.

All’interno di tale infrastruttura di e oppressione, il settore privato e quello finanziario svolgono un ruolo determinante nel rendere possibili e nel perpetuare le violazioni del diritto internazionale compiute da Tel Aviv.

Gli attori privati ​​dietro l’ e del genocidio

Despite the recommendation of the International Court of Justice, the principal judicial organ of the United Nations, the connections between the occupying power, transnational economic actors, and the global financial system have continued unhindered and with total impunity, as was also denounced by Francesca Albanese in their report on the economy of genocide, published last June, which exposed the complicity of the “business” world with the colonial state of Israel. In the preface of Don't buy into occupation, la giurista italiana sottolinea come il lavoro della coalizione abbia contribuito in modo decisivo alla sua comprensione della situazione e allo stesso compimento del suo mandato come sui Territori Palestinesi Occupati.

Financial institutions, which in effect represent the “economic oxygen” of the Israeli system of structural oppression, have disbursed – it is read in Don't buy into occupation – decine di miliardi di dollari in prestiti e sottoscrizioni e detengono investimenti altrettanto consistenti in azioni e obbligazioni di società coinvolte in gravi violazioni dei diritti umani in Palestina. In particolare, ad agosto 2025, attori finanziari del Vecchio Continente, tra cui le banche BNP Paribas, , Barclays, HSBC, Crédit Agricole, ma anche le italiane Intesa Sanpaolo e Banca Mediolanum, detenevano oltre 1.503 miliardi di dollari in azioni e obbligazioni di società con attività che contribuiscono a sostenere l’occupazione, l’apartheid e il genocidio in Palestina.

From January 2023 to August 2025, European financial institutions provided loans and underwriting worth over $310 billion to these companies.

1,115 European financial institutions have financial ties with 104 commercial enterprises involved in maintaining the illegal situation created by Israel in the Occupied Palestinian Territories and/or in committing the crime of genocide.

Il rapporto dedica oltre 70 pagine ai profili dettagliati delle aziende identificate, tutti basati su documentazione pubblica proveniente da database autorevoli – come quelli dell’ONU, di Who Profits (un centro di ricerca israeliano indipendente) e di AFSC Investigate -, in cui vengono descritte le trame complesse di coinvolgimento aziendale nei crimini israeliani, che vanno ben oltre le semplici transazioni commerciali. Tra le aziende citate figurano colossi del comparto della difesa – tra gli altri Leonardo, , Lockheed Martin, BAE Systems, -,  multinazionali tecnologiche e digitali – Google/Alphabet, Meta, Amazon, Microsoft, IBM e Palantir -, aziende energetiche e di estrazione di risorse come BP, Chevron, Dana Petroleum, , fino a imprese operanti nei settori della logistica, del turismo, dei trasporti e dei servizi commerciali, tra le quali spiccano Airbnb, Booking, Expedia, Tripadvisor, Carrefour.

The role of Italian giants

The Italian woman Leonardo – according to Who Profits – produces components used on Israeli Sa’ar-class warships, such as the OTO 76/62 naval gun used by the Israel Defense Forces in operations – including bombardment operations – carried out in Gaza and the Eastern Mediterranean. The multinational company is also involved in the production of helicopters and military trainers used by the Israeli Air Force for advanced training. Leonardo is also cited as part of the Israeli defence market through supplies of avionics systems, communications and ongoing military maintenance, configured as logistical support in the operational theatre.

The other domestic giant, ENI, is being brought into the equation in Don't buy into occupation because of its involvement in the exploitation of energy resources in Palestinian territories and Israel's illegal expansion in the Eastern Mediterranean. The report highlights the role of the fossil fuel multinational in natural gas exploration and production activities in Zone G, a maritime area bordering the coast of Gaza, where operations are controlled by Israel in violation of international law.

The document highlights that ENI has been part of energy consortia that have negotiated and signed concessions with Israeli authorities for the exploitation of offshore fields such as Karish, Leviathan, and Tamar, with direct implications on the control and exclusion of Palestinians from their natural resources. The extract notes that ENI features in monitoring databases like Who Profits and Investigate AFSC, and that its involvement is linked to profit derived from the unilateral exploitation of Palestinian resources. Furthermore, ENI is mentioned in the list of companies that have received notifications from international bodies, NGOs, and UN reports due to its potential economic contribution to the Israeli occupation and apartheid structure.

Per quanto riguarda gli attori finanziari del nostro Paese, oltre le citate Intesa Sanpaolo – la cui esposizione  è definita «significativa» nel report – e Mediolanum, nell’analisi compaiono anche Unicredit, Banco BPM, BPER Banca, Anima, Assicurazioni Generali, Mediobanca, Azimut. 

Qualcosa sta cambiando: segnali di disinvestimento

One of the most interesting sections of the report concerns the growing divestment movement that has gained momentum during 2025 and which could be a turning point in the European investment landscape. Several major financial institutions have begun to take concrete steps to distance themselves from companies considered complicit in the Israeli occupation and attacks against Gaza.

Norway has cemented its position as a leader in this movement. The Norwegian Government Pension Fund Global, which is the largest sovereign wealth fund in the world with a portfolio worth a staggering $1.9 trillion, made an extremely significant move by divesting from 28 Israeli companies between July and August 2025. Other Norwegian financial players have followed suit.

Sviluppi importanti in questa direzione si sono compiuti anche nei Paesi Bassi, in Danimarca, nel , in Belgio.

Eppure, per quanto significativi – sottolinea il rapporto –, tali disinvestimenti rappresentano ancora una frazione molto limitata rispetto alla scala totale dei flussi finanziari che alimentano la macchina dell’occupazione e dell’oppressione israeliana. La stragrande maggioranza delle 1.115 istituzioni finanziarie identificate continua a mantenere le sue relazioni con le aziende citate nel report, nonostante la documentazione pubblica del loro coinvolgimento in attività controverse. La strada da percorrere è ancora molto lunga. Come conclude la Relatrice Speciale Albanese nella sua prefazione, solo attraverso azioni concertate questo sistema può essere realmente smantellato. E solo abbattendo questa infrastruttura economica apparentemente inamovibile nelle sue infinite ramificazioni,  la comunità internazionale può adempiere ai suoi obblighi più fondamentali e ripristinare le condizioni per la giustizia e la piena autodeterminazione del popolo palestinese.
