Palestinian students in Italy, 160 are still stuck

All’aeroporto militare di Roma-Ciampino atterra un volo speciale proveniente dalla Jordan e ad accoglierli c’è il ministro degli Esteri Antonio Tajani. «L’Italia è stata la prima ad avviare un corridoio riservato agli universitari con l’obiettivo di formare la futura classe dirigente palestinese», dichiara davanti alle telecamere. Alle sue spalle, un aereo militare; intorno a lui, un gruppo di Giovanni donne appena arrivate da Gaza, insieme ai loro familiari.

These eighteen girls were the first Palestinian students evacuated to Italy from 8 October 2023, the date of the start of the Israeli ’final solution“ against the population of Gaza. They arrived after two years of bombing and forced displacements, following a troubled bureaucratic process, which began in May 2025. In that month, the Ministry of University and the Conference of Rectors of Italian Universities (CRUI) launched the project Italian Universities for Palestinian Students (IUPALS): novantasette borse da 12.000 pound ciascuna e trentacinque atenei coinvolti.

Fin dall’inizio, però, il bando ha mostrato criticità evidenti. Ai vincitori è stato chiesto di frequentare corsi di lingua in presenza in West Bank e di presentarsi al consolato italiano di Jerusalem per il visto: condizioni formalmente ordinarie, ma di fatto inapplicabili per chi vive nella Striscia, soprattutto in tempi di genocidio. Così, per tutta l’estate 2025 – mentre Israele uccideva centinaia di palestinesi al giorno, direttamente con droni, proiettili e bombe e indirettamente con la carestia forzata – gli studenti sono rimasti bloccati per mesi.

The silence from the Italian institutions was only broken at the end of September, when the first evacuations began, during the same days that the Italian solidarity movement with the Palestinian people, “Blocchiamo Tutto” (Let's Stop Everything), was formed. «In October, arrivals continued in small groups,» says Elisa Ragli, a representative of a volunteer committee that spontaneously formed to coordinate students, universities, and institutions. «According to official government figures, just over a hundred students were transferred in total, including IUPALS beneficiaries and winners of other scholarships put out to tender by the universities.» The last flight departed in December, and since then evacuations for university students have stopped.

Ancora oggi, però, numerosi studenti e studentesse che hanno già vinto le borse, completato le immatricolazioni e soddisfatto tutti i requisiti rimangono bloccati nella Striscia senza indicazioni né percorsi praticabili. «Oggi sono circa 160 i giovani e le giovani – non 38 né 50, come erroneamente riportato da alcuni media – che risultano titolari di borse di studio, già assegnate da università italiane, ma per i quali non esiste alcun corridoio operativo», denuncia Elisa Ragli. «Le Università scrivono ai ministeri, i ministeri rimandano ai consolati, i consolati alla CRUI. È un rimpallo continuo. L’unico momento in cui qualcosa si muove è quando parte la pressione mediatica».

Some students should have already been in Italy since September, yet they haven't received any communication for months. Others, paradoxically, arrived earlier than their study period even though they obtained the scholarship at a later date. «This is what shows the chaos in the lists,» explains the volunteer. «Some, admitted in May, are still in Gaza; others, admitted in November, are already in Italy. There is no transparency on the criteria: everything has been managed in a fragmented way.»Kritik gave voice to some of the students who managed to arrive, like Sara Awad, who is in Siena today, ed.).

Tra le studentesse beneficiarie ancora in attesa di una risposta concreta dall’Italia c’è Alaa Al-Zebda, vent’anni, diplomata nel 2023 e decisa a studiare medicina. Si iscrive all’università al-Azhar di Gaza, ma non riesce nemmeno a iniziare: il principale ateneo della Striscia è stato raso al suolo dall’esercito israeliano già nel gennaio 2024. Da allora l’intero sistema educativo di Gaza è stato ridotto in rubble dall’esercito israeliano: una strategia che numerosi accademici hanno definito “educidio” (educide). Anche la casa di Alaa viene bombardata e diversi familiari vengono uccisi. In poco più di un anno è sfollata quattordici volte. A ottobre ottiene la borsa IUPALS per Medicina a Milano, ma resta intrappolata nella Striscia con il primo semestre già perso.

«Mi sono iscritta all’università, ma non ho potuto fare nemmeno un passo verso il mio sogno», scrive. «La guerra è stata più veloce di me, ha distrutto la mia università e rubato i miei sogni». Racconta una quotidianità fatta di privazioni: «Non c’è elettricità stabile, non c’è internet affidabile, l’acqua è difficile da trovare». Eppure insiste: «Ogni volta che guardo me stessa mi ripeto che la mia occasione arriverà. Abbiamo urgente bisogno di essere evacuati per poter raggiungere le nostre università e riprendere gli studi, non per restare ad aspettare».

Mohammed, vent’anni, era tra i migliori studenti del suo liceo. Prima dello sterminio di Gaza era stato ammesso a studiare all’estero con una borsa di studio completa ma poi sono iniziati i bombardamenti, i valichi sono stati chiusi e quell’opportunità è svanita. Lui, però, non si è arreso: nonostante l’uccisione di suo padre e di sua sorella, e il collasso totale delle condizioni di vita a Gaza, ha continuato a tentare. Per 27 giorni consecutivi Mohammed è rimasto intrappolato con la sua famiglia nella loro casa di Gaza City, under siege by Israeli tanks. They lived in hiding, without electricity, with very little water and insufficient food. At one point the tanks opened fire on him and a neighbour: the neighbour was hit seven times. Mohammed survived without physical injuries, but, he specifies, “by sheer chance”.

He subsequently applied for international scholarships in Europe, gaining numerous official acceptances. Once again, however, border closures prevented him from leaving. One after another, those opportunities were cancelled, leaving him stranded in the Strip. He was eventually admitted to the IUPALS programme in Italy, advertised as including evacuation corridors for students. He completed all the required procedures and received formal confirmation of his placement. Yet his name never appeared on the evacuation lists, with no explanation or timeframe. Months passed. He lost an entire academic semester waiting.

«I have done everything that was asked of me. I was selected. I was admitted. What separates me from my future is not merit, it is access. I am not waiting for a new opportunity. I am waiting to be able to access the one I have already earned.»

Yousef Shahwan, ventitrè anni, si è visto sfumare più volte il futuro. Nell’ottobre 2023 si stava preparando a rappresentare la Palestina a una conferenza tecnologica a Dubai: progetto pronto, valigia fatta. Poi il genocidio ha bloccato tutto. Il valico si è chiuso e, per la prima volta nella sua vita, si è messo tra lui e il suo futuro.

At the start of 2024, she wins a competitive scholarship in Qatar, with university admission and visa already granted, but once again the border remains closed: she loses two semesters and eventually the funding is revoked. Despite her family's displacement and living in a tent, she tries again. She applies for a master's degree in Electronic Engineering in Italy, is accepted, and waits for months for the classes to begin. This time too, she remains stuck.

«This scholarship is more than just studying. It's a chance for a dignified life, a future for my family, a way to give something back to my country. I believe that knowledge should not disappear into darkness. It should be able to shine, to build lives, to grow communities.

I'm just asking that students from Gaza are not left behind: not because they lack capacity, but because they are trapped.
